The Hell of Good Intentions: America's Foreign Policy Elite and the Decline of U.S. Primacy

From the New York Times–bestselling author Stephen M. Walt, The Hell of Good Intentions dissects the faults and foibles of recent American foreign policy—explaining why it has been plagued by disasters like the “forever wars” in Iraq and Afghanistan and outlining what can be done to fix it.

In 1992, the United States stood at the pinnacle of world power and Americans were confident that a new era of peace and prosperity was at hand. Twenty-five years later, those hopes have been dashed. Relations with Russia and China have soured, the European Union is wobbling, nationalism and populism are on the rise, and the United States is stuck in costly and pointless wars that have squandered trillions of dollars and undermined its influence around the world.

The root of this dismal record, Walt argues, is the American foreign policy establishment’s stubborn commitment to a strategy of “liberal hegemony.” Since the end of the Cold War, Republicans and Democrats alike have tried to use U.S. power to spread democracy, open markets, and other liberal values into every nook and cranny of the planet. This strategy was doomed to fail, but its proponents in the foreign policy elite were never held accountable and kept repeating the same mistakes.

Donald Trump won the presidency promising to end the misguided policies of the foreign policy “Blob” and to pursue a wiser approach. But his erratic and impulsive style of governing, combined with a deeply flawed understanding of world politics, are making a bad situation worse. The best alternative, Walt argues, is a return to the realist strategy of “offshore balancing,” which eschews regime change, nation-building, and other forms of global social engineering. The American people would surely welcome a more restrained foreign policy, one that allowed greater attention to problems here at home. This long-overdue shift will require abandoning the futile quest for liberal hegemony and building a foreign policy establishment with a more realistic view of American power.

Clear-eyed, candid, and elegantly written, Stephen M. Walt’s The Hell of Good Intentions offers both a compelling diagnosis of America’s recent foreign policy follies and a proven formula for renewed success.

I did a brief interview for All Things Considered last Friday, on the topic of media handling of the current war scare over Iran. Here's a link to the story, which ran over the weekend.

The interview got me thinking about the issue of media coverage of this whole business, and I'm sorry to say that most mainstream news organizations have let us down again. Although failures haven't been as egregious as the New York Times and Washington Post's wholesale swallowing of the Bush administration's sales pitch for war in 2002, on the whole the high-end media coverage has been disappointing. Here are my Top Ten Media Failures in the 2012 Iran War Scare.

#1: Mainstreaming the war. As I've written before, when prominent media organizations keep publishing alarmist pieces about how war is imminent, likely, inevitable, etc., this may convince the public that it is going to happen sooner or later and it discourages people from looking for better alternatives. Exhibits A and B for this problem are Jeffrey Goldberg's September 2010 article in The Atlantic Monthly and Ronan Bergman's February 2012 article in the New York Times Magazine. Both articles reported that top Israeli leaders believed time was running out and suggested that an attack might come soon.

#2: Loose talk about Iran's “nuclear [weapons] program.” A recurring feature of Iran war coverage has been tendency to refer to Iran's “nuclear weapons program” as if its existence were an established fact. U.S. intelligence services still believe that Iran does not have an active program, and the IAEA has also declined to render that judgment either. Interestingly, both the Times' public editor Arthur Brisbane and Washington Post ombudsman Patrick Pexton have recently chided their own organizations for muddying this issue.

#3: Obsessing about Ahmadinejad. A typical insertion into discussions of Iran is to make various references to Iranian President Mahmoud Ahmadinejad, usually including an obligatory reference to his penchant for Holocaust denial and his famously mis-translated statement about Israel “vanishing from the page of time.” This feature is often linked to the issue of whether Iran's leaders are rational or not. But the obsession with Ahmadinejad is misleading in several ways: he has little or no influence over Iran's national security policy, his power has been declining sharply in recent months, and Supreme Leader Ali Khameini - who does make the key decisions - has repeatedly said that nuclear weapons are contrary to Islam. And while we're on the subject of Iranian “rationality,” it is perhaps worth noting that its leaders weren't goofy enough to invade Iraq on a pretext and then spend trillions of dollars fighting an unnecessary war there.

#4: Ignoring Iranian weakness. As I've noted before, Iran is not a very powerful country at present, though it does have considerable potential and could exert far more international influence if its leaders were more competent. But its defense budget is perhaps 1/50th the size of U.S. defense spending, and it has no meaningful power-projection capabilities. It could not mount a serious invasion of any of its neighbors, and could not block the Strait of Hormuz for long, if at all. Among other things, that is why it has to rely on marriages of convenience with groups like Hezbollah or Hamas (who aren't that powerful either). Yet as Glenn Greenwald argues here, U.S. media coverage often portrays Iran as a looming threat, without offering any serious military analysis of its very limited capabilities.

#5: Failing to ask why Iran might want a bomb. Discussions of a possible war also tend to assume that if Iran does in fact intend to get a nuclear weapon, it is for some nefarious purpose. But the world's nine nuclear powers all obtained these weapons first and foremost for deterrent purposes (i.e., because they faced significant external threats and wanted a way to guarantee their own survival). Iran has good reason to worry: It has nuclear-armed states on two sides, a very bad relationship with the world's only superpower, and more than three dozen U.S. military facilities in its neighborhood. Prominent U.S. politicians repeatedly call for “regime change” there, and a covert action campaign against Iran has been underway for some time, including the assassination of Iranian civilian scientists.

#6: Failing to consider why Iran might NOT want a bomb. At the same time, discussions of Iran's nuclear ambitions often fail to consider the possibility that Iran might be better off without a nuclear weapons capability. As noted above, Supreme Leader Khameini has repeatedly said that nuclear weapons are contrary to Islam, and he may very well mean it. He could be lying, but that sort of lie would be risky for a regime whose primary basis for legitimacy is its devotion to Islam. For another, Iran has the greatest power potential of any state in the Gulf, and if it had better leadership it would probably be the strongest power in the region. If it gets nuclear weapons some of its neighbors may follow suit, which would partly negate Iran's conventional advantages down the road. Furthermore, staying on this side of the nuclear weapons threshold keeps Iran from being suspected of complicity should a nuclear terrorist attack occur somewhere. For all these reasons, I'd bet Iran wants a latent nuclear option, but not an actual nuclear weapon. But there's been relatively little discussion of that possibility in recent media coverage.

#7: Exaggerating Israel's capabilities. In a very real sense, this whole war scare has been driven by the possibility that Israel might feel so endangered that they would launch a preventive war on their own, even if U.S. leaders warned them not to. But the IDF doesn't have the capacity to take out Iran's new facility at Fordow, because they don't have any aircraft that can carry a bomb big enough to penetrate the layers of rock that protect the facilities. And if they can't take out Fordow, then they can't do much to delay Iran's program at all and the only reason they might strike is to try to get the United States dragged in. In short, the recent war scare-whose taproot is the belief that Israel might strike on its own-may be based on a mirage.

#8: Letting spinmeisters play fast and loose with facts. Journalists have to let officials and experts express their views, but they shouldn't let them spout falsehoods without pushing back. Unfortunately, there have been some egregious cases where prominent journalists allowed politicians or government officials to utter howlers without being called on it. When Rick Santorum announced on Meet the Press that “there were no inspectors” in Iran, for example, host David Gregory didn't challenge this obvious error. (In fact, Iran may be the most heavily inspected country in the history of the IAEA).

Even worse, when Israeli ambassador Michael Oren appeared on MSNBC last week, he offered the following set of dubious claims, without challenge:

“[Iran] has built an underground nuclear facility trying to hide its activities from the world. It has been enriching uranium to a high rate [sic.] that has no explanation other than a military nuclear program - that has been confirmed by the International Atomic Energy Agency now several times. It is advancing very quickly on an intercontinental ballistic missile system that's capable of carrying nuclear warheads.”

Unfortunately, MSNBC host Andrea Mitchell apparently didn't know that Oren's claims were either false or misleading. 1) Iran's underground facility was built to make it hard to destroy, not to “hide its activities,” and IAEA inspectors have already been inside it. 2) Iran is not enriching at a "high rate" (i.e., to weapons-grade); it is currently enriching to only 20% (which is not high enough to build a bomb). 3) Lastly, Western intelligence experts do not think Iran is anywhere near to having an ICBM capability.

In another interview on NPR, Oren falsely accused Iran of “killing hundreds, if not thousands of American troops,” a claim that NPR host Robert Siegel did not challenge. Then we got the following exchange:

Oren: “Imagine Iran which today has a bunch of speedboats trying to close the Strait of Hormuz. Imagine if Iran has a nuclear weapon. Imagine if they could hold the entire world oil market blackmailed. Imagine if Iran is conducting terrorist organizations through its terrorist proxies - Hamas, Hezbollah. Now we know there's a connection with al-Qaida. You can't respond to them because they have an atomic weapon.”

Siegel: “Yes. You're saying the consequences of Iran going nuclear are potentially global, and the consequences of a U.S. strike on Iran might also be further such attacks against the United States...”

Never mind the fact that we have been living in the nuclear age for some 60 years now, and no nuclear state has even been able to conduct the sort of aggressive blackmail that Oren suggests Iran would be able to do. Nuclear weapons are good for deterrence, and not much else, but the news media keep repeating alarmist fantasies without asking if they make sense or not.

Politicians and government officials are bound to use media moments to sell whatever story they are trying to spin; that's their job. But It is up to journalists to make this hard, and both Mitchell and Siegel didn't. (For another example of sloppy fact-checking, go here).

#9. What about the human beings? One of the more bizarre failures of reporting on the war debate has been the dearth of discussion of what an attack might mean for Iranian civilians. If you take out some of Iran's nuclear facilities from the air, for example, there's a very real risk of spreading radioactive material or other poisonous chemicals in populated areas, thereby threatening the lives of lots of civilians. Yet when discussing the potentially dangerous consequences of a war, most discussions emphasize the dangers of Iranian retaliation, or the impact on oil prices, instead of asking how many innocent Iranian civilians might die in the attack. You know: the same civilians we supposedly want to liberate from a despotic clerical regime.

#10. Could diplomacy work? Lastly, an underlying theme in a lot of the coverage is the suggestion that diplomacy is unlikely to work, because it's been tried before and failed. But the United States has had very little contact with Iranian officials over the past thirty years, and only one brief set of direct talks in the past three years. Moreover, we've insisted all along that Iran has to give up all nuclear enrichment, which is almost certainly a deal-breaker from Tehran's perspective. The bottom line is that diplomacy has yet to succeed - and it might not in any case - but it's also never been seriously tried.

I'm sure you can find exceptions to the various points I've made here, especially if you move outside major media outlets and focus on online publications and the blogosphere. Which may be why more people are inclined to get their news and analysis there, instead of from the usual outlets. But on the whole, Americans haven't been well-served by media coverage of the Iran debate. As the president said last week, “loose talk” about an issue like this isn't helpful.

The killing of 16 Afghan civilians - nine of them children—by a rogue U.S. soldier is a tragedy in several senses. First, because of the loss of innocent life. Second, because the alleged perpetrator is likely someone whose psyche and spirit broke under the pressure of a prolonged counterinsurgency campaign. And third, because it was all so unnecessary.

Because Barack Obama has run a generally hawkish foreign policy, his Republican opponents don't have a lot of daylight to exploit on that issue. But if they weren't so preoccupied with sounding tough, they could go after Obama's foolish decision to escalate the war in Afghanistan back in 2009, which remains his biggest foreign policy blunder to date.

A brutal reality is that counterinsurgency campaigns almost always produce atrocities. Think My Lai, Abu Ghraib, the Haditha massacre, and now this. You simply can't place soldiers in the ambiguous environment of an indigenous insurgency, where the boundary between friend and foe is exceedingly hard to discern, and not expect some of them to crack and go rogue. Even if discipline holds and mental health is preserved, a few commanders will get overzealous and order troops to cross the line between legitimate warfare and barbarism. There isn't a “nice” way to wage a counterinsurgency—no matter how often we talk about “hearts and minds”—which is why leaders ought to think long and hard before they order the military to occupy another country and try to remake its society. Or before they decide to escalate a war that is already underway.

And the sad truth is that this shameful episode would not have happened had Obama rejected the advice of his military advisors and stopped trying to remake Afghanistan from the start of his first term. Yes, I know he promised to get out of Iraq and focus on Central Asia, but no president fulfills all his campaign promises (remember how he was going to close Gitmo?) and Obama could have pulled the plug on this failed enterprise at the start. Maybe he didn't for political reasons, or because commanders like David Petraeus and Stanley McChrystal convinced him they could turn things around. Or maybe he genuinely believed that U.S. national security required an open-ended effort to remake Afghanistan.

Whatever the reason, he was wrong. The sad truth is that the extra effort isn't going to produce a significantly better outcome, and the lives and money that we've spent there since 2009 are mostly wasted. That was apparent before this weekend's events, which can only make our futile task even more impossible.

Here's what I wrote about this situation back in November 2009:

“America's odds of winning this war are slim. The Karzai government is corrupt, incompetent and resistant to reform. The Taliban have sanctuaries in Pakistan and can hide among the local populace, making it possible for them simply to outlast us. Pakistan has backed the Afghan Taliban in the past and is not a reliable partner now. Our European allies are war-weary and looking for the exits. The more troops we send and the more we interfere in Afghan affairs, the more we look like foreign occupiers and the more resistance we will face. There is therefore little reason to expect a U.S. victory.”

It didn't take a genius to see this, and I had lots of company in voicing my doubts. It gives me no pleasure to recall it now. Indeed, I wish the critics had been proven wrong and Obama, Petraeus, McChrystal, et al. had been proven right. I concede that the situation in Afghanistan may get worse after we depart, and the more civilians will die at the hands of the Taliban, or as a consequence of renewed civil war. But the brutal fact remains: the United States can't fix that country, it is not a vital U.S. interest that we try, and we should have been gone a long time ago.

Alt, James, David Dreyer Lassen, and Joachim Wehner. 2012. “Moral Hazard in an Economic Union: Politics, Economics, and Fiscal Gimmickry in Europe”. Abstract

This paper examines empirically how transparency of the budget process affects fiscal rules and incentives for fiscal gimmickry or creative accounting in the European Union. Using stock-flow adjustment data for EU countries from 1990–2007, we show that pressure from a deficit limit rule as in the Stability and Growth Pact creates incentives for fiscal gimmicks, as does political pressure from the electoral cycle and economic pressure from negative shocks in the business cycle. However, we show that where institutional transparency is higher, these incentives are damped and largely disappear. We infer that fiscal rules do not work well when institutional transparency is low.

Most social scientists would like to believe that their profession contributes to solving pressing global problems. There is today no shortage of global problems that social scientists should study in depth: ethnic and religious conflict within and between states, the challenge of economic development, terrorism, the management of a fragile world economy, climate change and other forms of environmental degradation, the origins and impact of great power rivalries, the spread of weapons of mass destruction, just to mention a few. In this complex and contentious world, one might think that academic expertise about global affairs would be a highly valued commodity. One might also expect scholars of international relations to play a prominent role in public debates about foreign policy, along with government officials, business interests, representatives of special interest groups, and other concerned citizens. Yet the precise role that academic scholars of international affairs should play is not easy to specify. Indeed, there appear to be two conflicting ways of thinking about this matter. On the one hand, there is a widespread sense that academic research on global affairs is of declining practical value, either as a guide to policymakers or as part of broader public discourse about world affairs. On the other hand, closer engagement with the policy world and more explicit efforts at public outreach are not without their own pitfalls. Scholars who enter government service or participate in policy debates may believe that they are "speaking truth to power," but they run the risk of being corrupted or co-opted in subtle and not-so-subtle ways by the same individuals and institutions that they initially hoped to sway. The remainder of this essay explores these themes in greater detail.

We exploit variation in U.S. gubernatorial term limits across states and time to empirically estimate two separate effects of elections on government performance. Holding tenure in office constant, differences in performance by reelection- eligible and term-limited incumbents identify an accountability effect: reelection-eligible governors have greater incentives to exert costly effort on behalf of voters. Holding term-limit status constant, differences in performance by incumbents in different terms identify a competence effect: later-term incumbents are more likely to be competent both because they have survived reelection and because they have experience in office. We show that economic growth is higher and taxes, spending, and borrowing costs are lower under reelection-eligible incumbents than under term-limited incumbents (accountability), and under reelected incumbents than under first-term incumbents (competence), all else equal. In addition to improving our understanding of the role of elections in representative democracy, these findings resolve an empirical puzzle about the disappearance of the effect of term limits on gubernatorial performance over time.

How does globalization affect individuals and their perceptions and policy preferences? This paper uses new developments in international trade theory to propose a new way of conceptualizing and measuring the extent to which an individual can be characterized as globalization winner or loser. We argue that the distributional effect of exposure to international competition is conditional on individuals’ ability. Low-ability workers exposed to the international economy face lower wages and higher risk of unemployment, and can therefore be characterized as globalization losers. In contrast, high-ability workers receive higher wages when they are exposed to international competition are therefore identified as globalization winners. To illustrate the usefulness of this approach for political scientists, the paper revisits the debate about the determinants of social policy preferences. Using crossnational survey data from 16 countries we show that globalization has significant and heterogenous individual-level effects. Exposure to globalization increases risk perceptions and demands for more income redistribution among individuals with low levels of education (as a proxy for ability), but decreases these perceptions and demands among highly educated respondents.

In its response to letters protesting the recent hiring of hard-line neoconservative William Kristol as a weekly Op-Ed columnist, the New York Times described the decision as the result of a "long and thoughtful process" by a paper committed to "vibrant political discourse." Editorial page editor Andrew Rosenthal said critics of the move were being "intolerant" and complained about a "weird fear of opposing views."

Hiring Kristol did not bring an "opposing view" to the Times' Op-Ed page, of course, because columnist David Brooks already represents the same worldview that Kristol does. Nor does the Times' roster of liberal pundits provide a full complement of "opposing views." Most liberal commentators share the neocons' belief that it is America's right and responsibility to exercise "global leadership," even when that role involves the aggressive use of American military power and constant interference in other countries' affairs. The Times' Thomas Friedman was an energetic supporter of the Iraq war until it went south, and Nicholas Kristof is a passionate advocate of U.S. intervention in Darfur. Columnists like Maureen Dowd and Frank Rich have been sharply critical of the neoconservatives' worst follies, but both proceed from the familiar liberal internationalism that has characterized the American foreign policy establishment for many years.

Even now, neoconservatives do not lack other mainstream outlets for their ideas. Charles Krauthammer, Robert Kagan, Fred Hiatt and Jonah Goldberg appear regularly on the editorial pages of the Washington Post or Los Angeles Times, and prominent neocons routinely publish in the Wall Street Journal, the Washington Times and the New York Sun. Not to be outdone, the supposedly liberal Boston Globe publishes neocon Jeff Jacoby twice a week. The neoconservative outlook is ubiquitous in journals of opinion like the New Republic, Commentary or Kristol's own Weekly Standard and is regularly heard on major radio and TV talk shows. Even National Public Radio and Comedy Central give neoconservatives a platform with surprising frequency.

What's missing in America's mainstream media is the voice of realism. As the label implies, realists think foreign policy should be based on the world as it really is, rather than what we might like it to be. Realists see international politics as an inherently competitive realm where states constantly compete for advantage and where security is often precarious. But realists understand that being overly alarmist and aggressive can get states into just as much trouble as being excessively trusting or complacent. So realists keep a keen eye on the balance of power, but they oppose squandering blood or treasure on needless military buildups, ideological crusades, or foolish foreign wars. Realists cherish America's commitment to democracy and individual liberty, but they know that ideals alone are no basis for conducting foreign policy. They also understand that endless overseas adventures will inevitably provoke a hostile backlash abroad and eventually force us to compromise our freedoms here at home.

Such views are hardly heretical, but there is not a single major columnist, TV commentator or radio pundit who consistently presents a realist perspective on world politics and American foreign policy. In America today, the mainstream media is a realism-free zone.

The exclusion of realism is surprising for three reasons. First, realists enjoyed distinguished positions in the American foreign policy community in the past and remain a respected group today. Prominent statesmen whose views generally reflected a realist approach include the late George Kennan, Henry Kissinger, Zbigniew Brzezinski, Colin Powell, Richard Haass and Brent Scowcroft, as well as politicians like outgoing Sen. Chuck Hagel and current Secretary of Defense Robert Gates. To give a realist regular space on a major Op-Ed page is hardly like hiring a Maoist, a Scientologist or a die-hard World Federalist.

Second, realists are an important constituency in the academic world. Realism is still the dominant paradigm in the academic study of international politics, and the writings of realist scholars like E.H. Carr, Hans J. Morgenthau and Kenneth Waltz have cast a long and lasting shadow over the academic landscape. One would think editors and publishers would be eager to hire someone whose views reflected that distinguished intellectual tradition.

Third, realism's track record as a guide to foreign policy is quite impressive, especially when compared to the neocons' catalog of blunders. Morgenthau, Waltz and Kennan were among the first to recognize that the Vietnam War was a foolish diversion of American power, and Waltz was one of the few foreign policy experts who understood the Soviet Union was a Potemkin colossus with feet of clay. When assorted hawks were sounding frantic alarms about Soviet dominance in the late 1970s, Waltz was writing that the real issue was whether the Soviets could hope to keep up with the far wealthier and more powerful United States. The 1980s proved they couldn't, and that Waltz and his fellow realists had been essentially correct.

Realism has done rather well since. Liberals and neoconservatives greeted the end of the Cold War by proclaiming the "end of history" and imagining a long era of peaceful American hegemony, but realists foresaw that the end of the Cold War would unleash new forms of security competition and produce new tensions within existing alliances. And when both hawks and doves foresaw a difficult and bloody battle in the 1990-91 Gulf War, realist scholars like Barry Posen of MIT and John Mearsheimer of the University of Chicago wrote articles that correctly predicted America's easy victory.

Most important, realists were among the most visible opponents to America's more recent misadventure in Iraq. In September 2002, for example, 33 international security scholars paid for an ad in the New York Times declaring "War With Iraq Is Not in the U.S. National Interest." About half of the signatories were prominent realists, and several others wrote articles before the war explaining why it was unnecessary and unwise. By contrast, it was the neocons who conceived and promoted the Iraq war, while many prominent liberals endorsed it. Surely Americans deserve to hear from a perspective that has been an accurate guide to recent events, instead of relying on pundits who have been consistently wrong.

A realist would provide readers with insights that have been largely absent from mainstream discussion for a decade or more. Realism emphasizes that states defend their interests vigorously and that successful diplomacy requires give-and-take; that advancing our own interests often requires us to do business with regimes whose values we find objectionable; that nationalism is a powerful force and most societies resist when outsiders try to tell them how to run their own affairs; that global institutions can be useful tools of statecraft but require great power support to work effectively; and that even well-intentioned democracies sometimes do foolish and cruel things. Most important of all, a realist would emphasize that military force is a blunt and costly instrument whose ultimate effects are unpredictable, and that it should be employed only when vital interests are at stake.

In short, a realist would be a valuable antidote to the self-righteous hubris that pervades contemporary U.S. commentary on foreign affairs, an attitude that has encouraged many of the policies that have undermined America's image around the globe. A realist would also cast a skeptical eye on virtually all of the current presidential candidates, whose views on foreign policy do not stray far from the current neoconservative/liberal consensus. Realists aren't infallible and some readers will undoubtedly object to their views, but that's hardly the issue. The point is that Americans would be better informed if they regularly heard what realists had to say, and media institutions that are genuinely interested in presenting a diverse array of views should be signing up a few of them.

U.S. presidential candidates aren't doing the Jewish state any favors by offering unconditional support.

Once again, as the presidential campaign season gets underway, the leading candidates are going to enormous lengths to demonstrate their devotion to the state of Israel and their steadfast commitment to its "special relationship" with the United States.

Each of the main contenders emphatically favors giving Israel extraordinary material and diplomatic support—continuing the more than $3 billion in foreign aid each year to a country whose per capita income is now 29th in the world. They also believe that this aid should be given unconditionally. None of them criticizes Israel's conduct, even when its actions threaten U.S. interests, are at odds with American values or even when they are harmful to Israel itself. In short, the candidates believe that the U.S. should support Israel no matter what it does.

Such pandering is hardly surprising, because contenders for high office routinely court special interest groups, and Israel's staunchest supporters—the Israel lobby, as we have termed it—expect it. Politicians do not want to offend Jewish Americans or "Christian Zionists," two groups that are deeply engaged in the political process. Candidates fear, with some justification, that even well-intentioned criticism of Israel's policies may lead these groups to turn against them and back their opponents instead.

If this happened, trouble would arise on many fronts. Israel's friends in the media would take aim at the candidate, and campaign contributions from pro-Israel individuals and political action committees would go elsewhere. Moreover, most Jewish voters live in states with many electoral votes, which increases their weight in close elections (remember Florida in 2000?), and a candidate seen as insufficiently committed to Israel would lose some of their support. And no Republican would want to alienate the pro-Israel subset of the Christian evangelical movement, which is a significant part of the GOP base.

Indeed, even suggesting that the U.S. adopt a more impartial stance toward the Israeli-Palestinian conflict can get a candidate into serious trouble. When Howard Dean proposed during the 2004 campaign that the United States take a more "evenhanded" role in the peace process, he was severely criticized by prominent Democrats, and a rival for the nomination, Sen. Joe Lieberman, accused him of "selling Israel down the river" and said Dean's comments were "irresponsible."

Word quickly spread in the American Jewish community that Dean was hostile to Israel, even though his campaign co-chair was a former president of the American Israel Public Affairs Committee and Dean had been strongly pro-Israel throughout his career. The candidates in the 2008 election surely want to avoid Dean's fate, so they are all trying to prove that they are Israel's best friend.

These candidates, however, are no friends of Israel. They are facilitating its pursuit of self-destructive policies that no true friend would favor.

The key issue here is the future of Gaza and the West Bank, which Israel conquered in 1967 and still controls. Israel faces a stark choice regarding these territories, which are home to roughly 3.8 million Palestinians. It can opt for a two-state solution, turning over almost all of the West Bank and Gaza to the Palestinians and allowing them to create a viable state on those lands in return for a comprehensive peace agreement designed to allow Israel to live securely within its pre-1967 borders (with some minor modifications). Or it can retain control of the territories it occupies or surrounds, building more settlements and bypass roads and confining the Palestinians to a handful of impoverished enclaves in Gaza and the West Bank. Israel would control the borders around those enclaves and the air above them, thus severely restricting the Palestinians' freedom of movement.

But if Israel chooses this second option, it will lead to an apartheid state. Prime Minister Ehud Olmert said as much when he recently proclaimed that if "the two-state solution collapses," Israel will "face a South African-style struggle." He went so far as to argue that "as soon as that happens, the state of Israel is finished." Similarly, Israel's deputy prime minister, Haim Ramon, said earlier this month that "the occupation is a threat to the existence of the state of Israel." Other Israelis, as well as Jimmy Carter and Anglican Archbishop Desmond Tutu, have warned that continuing the occupation will turn Israel into an apartheid state. Nevertheless, Israel continues to expand its settlements on the West Bank while the plight of the Palestinians worsens.

Given this grim situation, one would expect the presidential candidates, who claim to care deeply about Israel, to be sounding the alarm and energetically championing a two-state solution. One would expect them to have encouraged President Bush to put significant pressure on both the Israelis and the Palestinians at the recent Annapolis conference and to keep the pressure on when he visits the region this week. As Secretary of State Condoleezza Rice recently observed, settling this conflict is also in America's interest, not to mention the Palestinians'.

One would certainly expect Hillary Clinton to be leading the charge here. After all, she wisely and bravely called for establishing a Palestinian state "that is on the same footing as other states" in 1998, when it was still politically incorrect to use the words "Palestinian state" openly. Moreover, her husband not only championed a two-state solution as president but he laid out the famous "Clinton parameters" in December 2000, which outline the only realistic deal for ending the conflict.

But what is Clinton saying now that she is a candidate? She said hardly anything about pushing the peace process forward at Annapolis, and remained silent when Rice criticized Israel's subsequent announcement that it planned to build more than 300 new housing units in East Jerusalem. More important, both she and GOP aspirant Rudy Giuliani recently proclaimed that Jerusalem must remain undivided, a position that is at odds with the Clinton parameters and virtually guarantees that there will be no Palestinian state.

Sen. Clinton's behavior is hardly unusual among the candidates for president. Barack Obama, who expressed some sympathy for the Palestinians before he set his sights on the White House, now has little to say about their plight, and he too said little about what should have been done at Annapolis to facilitate peace. The other major contenders are ardent in their declarations of support for Israel, and none of them apparently sees a two-state solution as so urgent that they should press both sides to reach an agreement. As Zbigniew Brzezinski, a former U.S. national security advisor and now a senior advisor to Obama, noted, "The presidential candidates don't see any payoff in addressing the Israel-Palestinian issue." But they do see a significant political payoff in backing Israel to the hilt, even when it is pursuing a policy —colonizing the West Bank—that is morally and strategically bankrupt.

In short, the presidential candidates are no friends of Israel. They are like most U.S. politicians, who reflexively mouth pro-Israel platitudes while continuing to endorse and subsidize policies that are in fact harmful to the Jewish state. A genuine friend would tell Israel that it was acting foolishly, and would do whatever he or she could to get Israel to change its misguided behavior. And that will require challenging the special interest groups whose hard-line views have been obstacles to peace for many years.

As former Israeli Foreign Minister Shlomo Ben-Ami argued in 2006, the American presidents who have made the greatest contribution to peace—Carter and George H.W. Bush—succeeded because they were "ready to confront Israel head-on and overlook the sensibilities of her friends in America." If the Democratic and Republican contenders were true friends of Israel, they would be warning it about the danger of becoming an apartheid state, just as Carter did.

Moreover, they would be calling for an end to the occupation and the creation of a viable Palestinian state. And they would be calling for the United States to act as an honest broker between Israel and the Palestinians so that Washington could pressure both sides to accept a solution based on the Clinton parameters. Implementing a final-status agreement will be difficult and take a number of years, but it is imperative that the two sides formally agree on the solution and then implement it in ways that protect each side.

But Israel's false friends cannot say any of these things, or even discuss the issue honestly. Why? Because they fear that speaking the truth would incur the wrath of the hard-liners who dominate the main organizations in the Israel lobby. So Israel will end up controlling Gaza and the West Bank for the foreseeable future, turning itself into an apartheid state in the process. And all of this will be done with the backing of its so-called friends, including the current presidential candidates. With friends like them, who needs enemies?

The Israel Lobby, by John J. Mearsheimer of the University of Chicago and Stephen M. Walt of Harvard’s John F. Kennedy School of Government, was one of the most controversial articles in recent memory. Originally published in theLondon Review of Books in March 2006, it provoked both howls of outrage and cheers of gratitude for challenging what had been a taboo issue in America: the impact of the Israel lobby on U.S. foreign policy.

Now in a work of major importance, Mearsheimer and Walt deepen and expand their argument and confront recent developments in Lebanon and Iran. They describe the remarkable level of material and diplomatic support that the United States provides to Israel and argues that this support cannot be fully explained on either strategic or moral grounds. This exceptional relationship is due largely to the political influence of a loose coalition of individuals and organizations that actively work to shape U.S. foreign policy in a pro-Israel direction. Mearsheimer and Walt provocatively contend that the lobby has a far-reaching impact on America’s posture throughout the Middle East—in Iraq, Iran, Lebanon, and toward the Israeli-Palestinian conflict—and the policies it has encouraged are in neither America’s national interest nor Israel’s long-term interest. The lobby’s influence also affects America’s relationship with important allies and increases dangers that all states face from global jihadist terror.

Writing in The New York Review of Books, Michael Massing declared, “Not since Foreign Affairs magazine published Samuel Huntington’s ‘The Clash of Civilizations?’ in 1993 has an academic essay detonated with such force.” The publication of The Israel Lobby and U.S. Foreign Policy is certain to widen the debate and to be one of the most talked-about books of the year.

The paper investigates the effects of checks and balances on corruption. Within a presidential system, effective separation of powers is achieved under divided government, with the executive and legislative branches being controlled by different political parties. When government is unified, no effective separation exists even within a presidential system, but, we argue, can be partially restored by having an accountable judiciary. Our empirical findings show that divided government and elected, rather than appointed, state supreme court judges are associated with lower corruption and, furthermore, that the effect of an accountable judiciary is stronger under unified government, where government cannot control itself.

On March 23, 2006, we published an article titled “The Israel Lobby” in the London Review of Books. A slightly longer, fully documented version titled “The Israel Lobby and U.S. Foreign Policy” was posted simultaneously on the Faculty Working Paper website of Harvard’s John F. Kennedy School of Government. In these two pieces, we argued that unconditional U.S. support for Israel could not be justified on either strategic or moral grounds, and that it was primarily due to the political effectiveness of the loose coalition of groups and individuals that make up the “Israel lobby.” We also argued that the lobby had encouraged the United States to adopt policies that were neither in the America’s national interest nor in Israel’s long-term interest.

We knew that our article would be controversial, because it addressed a set of important issues that few mainstream scholars or journalists had examined. We also knew it would be criticized, because it challenged a number of powerful individuals and organizations and cast doubt on a set of historical claims and policy positions to which these individuals and organizations are strongly committed. We also thought it likely that we would be personally attacked, because we were critical of Israeli policy and of Washington’s unconditional support for Israel, and we had observed what had happened to others who had taken similar positions in the past.

We have followed the criticisms closely and have provided brief responses to some of them in two letters to the London Review of Books (May 11 and May 25, 2006), a symposium on the Israel lobby in Foreign Policy (July/August 2006) and a letter on that symposium in Foreign Policy (September/October 2006). We also published a slightly revised version of the original Harvard Working Paper in the Fall 2006 issue of the journal Middle East Policy. This clarified our position on several points, but our main position was unaltered.
